AAPTWA for granting ST status to Mishing, Deori tribes

ITANAGAR, Nov 12: The All Arunachal Pradesh Tribal Welfare Association (AAPTWA) in its general convention held at Mahadevpur, Lohit has adopted two-point resolutions to demand the state government to grant ST status to Mishing and Deori communities residing in Arunachal Pradesh.

“The Mishing and Deori tribes residing in Arunachal Pradesh deserve ST status on basis of domicile and occupation of land. Otherwise, the people of both the communities residing in Arunachal Pradesh should be handed over to Assam Govt. along with their land and other properties,” AAPTWA in a release said.

Govt.’s failure to fulfill commitment resented

ITANAGAR, Nov 11: Industrial Growth Centre Complex Youth Association, Ngorlung-Niglok has demanded the Director of Industries for implementation of the MoA signed between Department of Industries and Land Owners of Industrial Growth Centre, Niglok in letter and sprit.

As per the MoA, the association claimed, the local administration and Department of Industries had agreed to provide employment, trading licence, contract work to the land donors, who donated 600 acres (approx) land for establishment of Industrial Growth Centre at Niglok, East Siang district on November 12, 1997. But, the authority has miserably failed to fulfill its commitment, the association lamented.

 

Union demands re-arrest of culprits

ITANAGAR, NOV 12: While expressing solidarity with Arunachal Pradesh Veterinary Association (APVA), Adi Students’ Union (AdiSU) has demanded immediate re-arrest of the person accused of physical assault on Animal Husbandry and Veterinary deputy director Dr Rajen Perme at Regional Sheep Breeding Farm, Sangti, Dirang recently.

Terming the incident as unfortunate and barbaric, the union demanded stringent punishment for the culprit as per law so that such incident does not recur.

The union alleged that the accused persons have been granted bail under ‘political pressure’.

 

Kurung Kumey faces food crisis

ITANAGAR, Nov 12: Claiming that non-availability of rice in Fair Price Shops has created a visible food crisis in their area, Nyapin Nyobia Sangram Phassang Students’ Union has demanded the state government to immediately dispatch rice to their area.

The students union claimed that people of the area has been facing severe food crisis due to non-availability of rice in FPSs as the people of this area are solely dependent on PDS rice.

While describing the hardship faced by the people of Kurung Kumey district due to non-availability of PDS rice, All Kurung Kumey District Students’ Union has appealed to the Kurung Kumey Deputy Commissioner to investigate the matter to find out the real cause of the crisis. It also appealed to the concern authority to look into the matter seriously.

 

Relief distributed to Balijan fire victims

ITANAGAR, Nov 12: All Arunachal Pradesh Public Health Engineering and Water Supply Department Workers’ Union distributed relief materials to the victims of recent fire mishap at Balijan village under Papum Pare district yesterday.

Meanwhile, the union appealed to the Papum Pare Deputy Commissioner to provide immediate relief to fire victims.

 

ALSU for checking double entry of non-tribal voters

ITANAGAR, Nov 12:  Arunachal Law Students’ Union (ALSU) has demanded the State Election Commission to check double entry of non-tribal electors in state’s electoral rolls.

ALSU in its letter to the State Election Commission stated that “the electoral rolls of the state are consist of not only indigenous tribal people of the state but also non-indigenous (non-tribals) population serving in various capacities. Further, those non-tribal electors might have already enrolled their names in electoral rolls of their respective states or places. But, to identify and delete such double entries in electoral rolls, what measure is being taken by the Commission ?” ALSU questioned.

It urged  the State Election Commission look into matter seriously to check double entry of non-tribal voters in the state’s electoral rolls.

 

Vikas Rally

 ITANAGAR, Nov 12: ‘Vikas Rally’ is being organized on November 16 at Indira Gandhi Park here to highlight the programmes and achievements of the state government.

The major initiatives and achievements made under PM's special economic package, State Government Flagship Programmes besides other state and centrally sponsored programmes will also be highlighted during the programme.

As part of the celebration, a documentary film on achievements and initiatives of the state government will be shown and colourful cultural items representing various tribes of the state displayed on the occasion.

Besides Union Minister of Petroleum Veerappa Moily a host of dignitaries, including Union Minister of State for finance J D Seelam, Union Minister of state for Tribal Affairs Ranee Narah, Union Minister of state for Minority Affairs Ninong Ering, MP cum actor Raj Babbar, MPs Mukut Mithi and Takam Sanjoy will participate in the rally.

 

Shinde given additional charge

NAHARLAGUN, Nov 12:  Secretary, Civil Aviation Shilpa Shinde has been given additional charge of Secretary, Home and Vigilance under supervision of Principal Secretary, Home and Vigilance and Inspector General (Prison) with immediate effect.

Public leader dies

ITANAGAR, Nov 12: Prominent public leader Matwang Chimyang died at his residence at Lapnan yesterday after prolonged illness.

He was 56 and is survived his wife, four daughters and 3 younger brothers.

Born in 1957, Chimyang did his schooling from St. Anthony, Shillong.

Chimyang was the ASM of Lapnan Village from 1994 to 1999. He was also president of DYC(I) Tirap and chairman of Tirap Tae-kwondu Association from 2000-2004. He had also contested as MP candidate from Independent ticket during 2004 Parliamentary election from Arunachal East, Parliamentary constituency. Chimyang was also Chairman, SMDC Govt. Higher Secondary School, Khonsa from 2007 -2012.

In a condolence message, legislative assembly speaker Wanglin Lowangdong said that Chimyang's contribution towards the Nocte Community will be remembered though he has left us for heavenly abode.

Tirap ZPC Chawang Lowang, BJP National Council member Wangman Lowangchha, Chiefs, GBs, PRI leaders from various villages, Govt. officers and officials from various departments have also expressed grief and sorrow over his death and prayed for eternal peace to the departed soul.

Khonsa Bazaar Welfare Committee also condoled the death of Chimyang. The business community today downed their shutters to pay tribute the departed soul.

His last rite will be performed tomorrow as per Nocte custom at his village Lapnan.  DIPRO

 

12-Piyo serves ultimatum to Govt

ITANAGAR, Nov 12: 12th Pakke Kessang Indigenous Youth Organization (12-Piyo) gave state government a month’s time to fulfill its various demands, which included transfer of the present Seijosa ADC for his alleged misuse of power and function, posting of new administrative staff, including ADC, BDO, SDO, CO, establishment of permanent ADC headquarters etc.

While condemning the local MLA and Health Minister for not initiating any developmental activities in his home constituency, 12-Piyo demanded the Minister to judiciously use his Local MLA Development fund for development of the area. The organization also demanded for posting of  doctors and other medical staff with sufficient medicines in the constituency and renovation of the hospital building and various other school buildings which are lying in dilapidated condition for want of maintenance for many years.

It also demanded to re-verify the land compensation of Trans-Arunachal Highway project within Pakke-Kessang constituency.

 

Wado Kai karate team leaves for Mumbai

ITANAGAR, Nov 12: A 29-member karate team from Arunachal Wado-Kai Karate-Do Association, accompanied by two officials, left here today evening for Mumbai to participate in the 16th All India Wado kai Karate Championship cum WKI International Karate-Do-Championship 2013 to be held in Daman, Mumbai on November 17 and 18.

Sensei Yarda Niki and Sensei Nanu Sangha are the team manager and coach of the team.

ITANAGAR, Nov 12: The All India Central Paramilitary Forces Ex-Servicemen Welfare Association, Arunachal Pradesh (AICPFECWA-AP) unit gheraoed SHQ ITBP, Khating Hill here for ‘ignoring genuine demands of the ex-servicemen despite repeated appeals’.

Later, the association submitted a memorandum to the DIG (SHQ) of the paramilitary forces.

Similar agitational  programmes were also organized at Lower Subansiri, Upper Subansiri, East Siang, West Siang, Upper Siang, East Kameng, West Kameng etc.

YINGKIONG, Nov 12: The newly constituted Yingkiong Bazaar Committee and the members of Upper Siang Women Welfare Society conducted a mass social service in the market area here on November 10.

Local MLA Alo Libang, Upper Subansiri Deputy Commissioner, Superintendent of Police accompanied by few officers and ZPM Bading Teng also participated and visited all the places.

Both the MLA and DC appreciated the initiative of the Bazaar Committee and encouraged it to conduct such cleanliness drive regularly to keep the township neat and clean. They also urged the businessmen and residents of the township to keep their surrounding clean.

ITANAGAR, Nov12: The members of All Arunachal Pradesh Workers Union (AAPWU), Papum Pare district unit visited the family of Tana Jorjo, president of Balijan block unit, whose dwelling houses was reduced to ashes in a devastating fire on November 8. The members of AAPWU distributed some essential items to the victim and appealed to concern authority to provide immediate relief to the victim.

NHPC GM rescued from NDFB clutches

ITANAGAR, Nov 12: After 51 days of captivity, NHPC General Manager Anil Kumar Agarwal has been rescued from a dense jungle in the Assam-Arunachal border after an encounter with NDFB ultras, the police said today.

Agarwal was rescued in a healthy condition from the jungle at Maldang late last night after the encounter between a joint police team and NDFB rebels in which four police personnel were injured, reports PTI.

Among the injured were Sonitpur Superintendent of Police P Kalita, who sustained minor injuries when splinters of a grenade hurled by the rebels hit him, the police said.

A joint police team from Assam and Arunachal Pradesh under the supervision of Assam ADGP A P Rawat had launched the operation at Maldang area near Bhalukpong in the Assam-Arunachal boundary last night, the police said.

Agarwal, who was the project head of Tawang hydro power project, was kidnapped on September 21 last by militants of the Sangbojit faction of NDFB, when he was on way to Guwahati.

Four motorcycle-borne insurgents had intercepted his vehicle at Charduar in Sonitpur district of Assam and took him away leaving his vehicle and the driver.

A rescue operation was launched immediately after his abduction and his driver was arrested.

The rebel outfit had demanded Rs 20 crore as ransom, the police said.

The NHPC GM was later taken to Kanaklata civil hospital in Tezpur in Assam for a medical check up, sources said in Guwahati.

His son has arrived from Faridabad in Haryana to be with him.

Meanwhile, NHPC family has expressed gratitude to the Govt. of Assam, specially the State Police force for safe rescue of Aggarwal.

“Every hour of the past 51 days was very crucial for the NHPC family living across the remotest parts of the country ever since Aggarwal was abducted and every individual’s mental agony rose beyond the limit. The tremendous and consistent efforts made by the State police along with central paramilitary force and the police force of Arunachal Pradesh to rescue Aggarwal were highly applaudable,” NHPC in a release said.

Secretary, Ministry of Power, GoI has also conveyed his gratitude to the Assam Police for the safe release of Aggarwal. He commended each and every Assam Police personnel who were involved in this challenging and delicate assignment.

“The safe and sound return of Aggarwal would not have been possible without the selfless and daring efforts of the Assam police led joint search and rescue operations.”

NHPC also thanked the Ministry of Home Affairs and Ministry of Power, GOI, Governors of Assam and Arunachal Pradesh and the media for extending all support during the hour of grief.

 

Freed NHPC official recounts days in captivity

Tezpur (Assam), Nov 12: NHPC General Manager Anil Kumar Agarwal, who was rescued from a dense jungle after 51 days in captivity, today said his abductors kept constant vigil on him throughout and he was moved from place to place.

A frail-looking Agarwal, who was rescued late last night in a joint operation by Assam and Arunachal Pradesh police, told newsmen here that nine to 10 NDFB (Songbijit) militants with AK-47, pistols and grenades guarded him all the time.

He was rescued from a jungle at Maldang on the Assam-Arunachal Pradesh border after a gunfight between a joint police team and NDFB rebels in which four police personnel were injured.

Asked where he was kept during his captivity, Agarwal said he could not recognise the places that he was taken to.  His abductors, however, did not torment him during the entire period and supplied him his medicines he asked for.

Police said Agarwal was taken to Kanaklata civil hospital here for a medical check up. His wife Sabita Gupta and son Arnab Agarwala accompanied him to the hospital.

His family members came from their hometown Faridabad in Haryana to Tezpur on Monday.

Hospital superintendent Ratna Basumatary told PTI that Agarwal's condition was stable though he is weak.

Assam Director General of Police Jayanto Narayan Choudhury told reporters in Guwahati that some ultras of the pro-talk NDFB (S), a NSCN group and others helped in finding the location where Agarwal was kept in captivity.

No ransom money was paid to the kidnappers, who had reportedly demanded Rs 20 crore for his release, he said. PTI

ITANAGAR, Nov 12: Bruised, battered and humiliated but still raring to fight on. That’s how one can describe the three young women from Rajiv Gandhi University (RGU) who are battling against all odds to seek justice against alleged molestation. The people of Arunachal were given a rude wake up on October 10th morning with the news that MC Behera, director of the Arunachal Institute of Tribal Studies(AITS) has been charged with molesting a PhD student. The incidents open the Pandora box with many girls coming forward and sharing similar experience.

Not to be outdone easily, the three ladies from department of AITS mustered courage and lodged official complaint against Prof Behera at Doimukh police station and the RGU authorities as well. Meanwhile Prof Behera managed to flee from university on October 9 evening itself when the girls raised voice against his nefarious deed. After a great deal of hue and cry the RGU authorities suspended him on October 17.

However, the trauma of these girls went a notch higher when the accused got interim bail and has come back to the University. While talking to this journalist, the three brave ladies expressed disappointment at the interim bail news.

“What kind of law this country has framed? Here is a habitual offender who molested so many young girls but still remain scot-free and remorseless. Will not such leniency from the authority encourage him to continue his immoral behavior?” questioned one of the girls.

Reliving October 7 incident, one of the complainer shares her agony: “I joined the RGU PhD program in the month of August. Being new to the university, I had complete faith on Prof Behera as he is head of AITS. Therefore on 7th October when he asked me to come to his quarter to collect notes, I went without any apprehension. As I was waiting for him in the living room, he tried to forcibly molest me. I somehow managed to shake off his grip and ran away.” She continued, “I was quite shocked and did not attend the class next day.  On 9th I went to the university campus and shared my trauma with my friends. Then a couple of more girls also shared similar immoral action from the same professor.   That’s how our battle started.”

“We had this information that year’s ago, a young woman had complained to then VC about his behavior. Later he wrote a written apology to the young woman. If the University had taken strong action against the professor there and then, we would not have had to undergo similar pain,” shares the other girl.

Demanding no less than termination of Prof Behera from the University and strong punishment under the appropriate section of the law, the trio has appealed to the people of the state to support them in their fight against the injustice.

“Just because Prof Behera is an intellectual and a reputed professor, people should not overlook his wrong doing. We are not going to gain anything by lodging a case against him. In fact, we are putting our reputation and study at stake by doing this. It’s not about 3 of us only; we are doing this to ensure that no girls are molested again on the RGU campus. We are fighting it for the coming generation of Arunachalees who regards the RGU as a temple of excellence. We only want RGU to be safe and secure for the young lady,” the girls repeated in unison.

They further claimed that Prof Behera is levelling “baseless allegations” against them just to cover his misconduct.   “To save his skin, now he is trying to portray us in the wrong way. He is alleging that one of the complainants is ganging up against him for not helping with the PhD thesis paper presentation. Come on, Phd is 3 years course and just now we have started the session. How can he level such cheap and scrupulous allegation?

The trio has acknowledged the support of RGU authorities, RGU Students Union and other well wishers. The arrival of Prof Behera back on the campus, though house-arrest, has stimulated a sense of fear among these three young women who fears that the professor would use his influence to manipulate the case in his favor.  Every year thousands of students including a lot of girl join RGU to pursue their dream career.  If RGU authorities fail to make the campus safe for the girls, then not many parents will be willing to send their daughters.  A lot of people might be thinking that these three young ladies are fighting for their own sake, but, if one looks closer then they will find their daughter and sister in them. We always boast to rest of the world that Arunachal is the safest place for womenfolk, but after an incident like that of RGU and Likabali rape case, it no longer stands true. People of the state can do their bit by coming out to support causes of these 3 brave girls. The choice is yours, whether you want to keep mum or support their fight?

 

 

IMC demands ouster of DC capital

ITANAGAR, Nov12: The Municipal Councillors of Capital Complex has written to chief minister demanding immediate transfer of Capital Deputy Commissioner Sanjay Goel alleging him of non-cooperation in the development activities initiated by the councillors.

Today, in a meeting held in the assembly hall of Itanagar Municipal Council, Naharlagun, the councilors vowed to launch democratic movement demanding his removal. They have decided to launch campaign for his ouster by painting, wall writing and putting banner across the Capital Complex. Further, they have decided to organize dharna in front of deputy commissioner officer on 18th of this month. It will be followed by another round of dharna on 20th November outside Chief Secretary’s office and on 25th outside the CM’s bungalow.  

 

 

Govt. urged to resume land verification drive

ITANAGAR, Nov 12: In order to take stock and discuss about the activities undertaken so far by the government constituted high level committee on land occupation and allotment issues in the Capital Complex, a team of Capital Complex Land Affected Peoples’ Forum (CCLAPF) called on the Chief Secretary, Govt. of Arunachal Pradesh at his office chamber yesterday.

The Forum categorically expressed displeasure and grave concern over sudden halt of the verification/identification drive being carried out by the Chief Estate Officer cum ADM Capital Complex.

The Forum appealed to the Chief Secretary to direct the concern authority to immediately conduct the uniform verification/identification drive in all the sectors and colonies of the Capital Complex before the expiry of two months time as assured by the Chief Minister.

To this effect, a representation was also submitted by the Forum to the Chief Secretary.

After giving a patient hearing, the Chief Secretary assured the visiting delegates that necessary direction shall be passed on to the CEO cum ADM through the DC Capital for immediate resumption of the uniform verification/identification drive, CCLAPF claimed in a release.

The Forum also expressed its concern at the ‘snail pace’ of the government processes to revoke the Order No. DAP/PEN/3/2001/561  Dtd. 17/06/2013 vide which a government employee was required to obtain NOC from concerned DC and CEO for settling their retirement dues and for promotion in services and  requested to expedite the process in the larger interest of all the government employees of the state.

 

 

Maintain quality of work: Thinghaap

CHANGLANG, Nov 12: Parliamentary Secretary Thinghaap Taiju urged the project implementing agencies to maintain quality of work and complete the schemes taken up by them on schedule time.

Attending the district level vigilance and monitoring committee meeting of DRDA at the deputy commissioner’s office here yesterday, he urged the Panchayat leaders to conduct periodical tour to interior villages to know the ground realities. He also advised them to hold Gram Sabhas before preparing and placing any schemes.

MLA Phosum Khimhun explained in details on IAY and job card for effective implementations of MGNREGA. He appealed to the BDOs to cooperate with the Panchayat members and help the poor villagers open bank accounts for depositing the hard earned money. He asked the PR leaders and officers to be sincere and discharge duty to uplift the living standard and rural economy.

The DC cum Member Secretary, DLV & MC requested the implementing agencies to check strictly the schemes at ground level. Further, she asked the Anganwadi workers to work with missionary zeal and ensure timely immunization of children.

Changlang ZPC Marina Kenglang, appealed to keep informing the PR members from time to time about the schemes for their effective implementation.

GPF hopes for a permanent solution to boundary dispute

ITANAGAR, Nov 12: Galo People’s Federation (GPF) has expressed concern over the alleged “lukewarm” response of the Galo society and its elected representatives towards the all-important visit of the Local Boundary Commission appointed by Supreme Court for inspection of the Assam-Arunachal boundary.

While describing the one-man Bordoloi Commission of 1951 as total duping of the simple and ignorant people of Arunachal at that time, the GPF, in a meeting here today appealed to all the Galo members, including the MLAs of West Siang district to inspect the alleged disputed areas on their own so as to avoid recurrence of another 1951.

The Federation made it clear that the society would not compromise even an inch of its land in the onslaught of reported atrocities by Assam and further decided to stand by the earlier demarcated boundary.

Expressing the hope for a permanent solution to the vexed boundary disputes, the GPF urged the LBC team not only to visit Likabali but also the area upto Durpai including Kangku, Germe, Raate, Pale and Dipa for proper retrospection of the alleged misdeeds of Assam govt.

The Federation also appealed to the LBC to have the correct and actual facts from the Local Committee for the boundary issue.

Bodybuilding Championship from Nov 23

ITANAGAR, Nov 12: Over 50 bodybuilders from various gyms of the state are participating in 1st Mr Arunachal and over 500 are participating from 13 eastern Indian states in the 5th Mr Eastern India Bodybuilding Championship which will be held simultaneously here on November 23.

Chief Ministyer Nabam Tuki and ruling Mr Asia & three times Mr World Boby Singh would open the event as chief guest and special guest at Rajiv Gandhi Stadium, Naharlagun.

 

 

State level chess coaching camp begins

ITANAGAR, Nov 12: A state level chess coaching camp for selected students of VKVs in Arunachal Pradesh was inaugurated by Devendra Kumar, Senior Manager, NHPC Dibang Project at VKV, Roing today.  

Former national chess player from Nagpur Jayant Kaddare will conduct the coaching camp.

While inaugurating the camp, Devendra Kumar expressed NHPC’s willingness to contribute in health education sectors.

Coach Kaddare expressed the hope that the coaching camp will help the players hone their talents and produce champion. He said that Mannuel Eran, former National Champion was his role model as he had come to North- East to conduct coaching camp in Tripura and Manipur and Sikkim. One of the participants of the camp Kr. Emocha Singh became Junior National Champion, he informed.

Radha Devi, Joint Secretary, VKVs in Arunachal Pradesh expressed the commitment of VKVs to popularize this game and also bring laurel to the state.

Fifty selected students from various VKVs in the state will participate in the six days coaching camp.

 

 

CCSC beat BTFC

ITANAGAR, Nov, 12: Capital Complex Sporting Club (CCSC) beat Bamang Taji FC (BTFC) 3-2 in the 2nd edition of the A-League at Rajiv Gandhi Stadium, Naharlagun today. With the win CCSC moved on top of table with 4 points from 1 win and 1 draw.

BTFC took the lead in 28th minute with goal from Toko Poliam. However, Techi Tatra of CCSC equalized the goal by scoring few seconds before the first half.

BTFC again took the lead through Roshan Ramching in 56th minute but only to be equalized by Gyamar Kuku in 70th minute. Giogi Tani netted the winner in 72nd minute.

Meanwhile, Rocky Ramching of BTFC and Vijay Kino of TNSC have been handed a one match ban for ‘unsporting behavior’ in match no.1 and match no. 3 respectively by the disciplinary committee of Arunachal Football League, according to organizing committee.

Bamang Taji FC will play against Tatung Neri FC tomorrow at 2 pm.

 

 

Community mobilization awareness campaign held

PASIGHAT, Nov 12: Involvement of community is not only essential but core strategy of SSA to ensure quality education to all children, said East Siang DDSE Tani Talom while attending a three days ‘Community Mobilization Awareness Campaign’, at Mebo BRCC hall on November 10.

The participants, including HTs, SMCs and PRIs were made aware about their roles in planning and development of school and shaping the future of children through the training program.

An open conversation was also held among the participants to discuss, share experiences and highlight the various problems in implementation of RTE Act.

DDSE Talom said that HTs, SMCs and PRIs are the bridge between the government and public and urged them to work sincerely and with dedication for proper implementation of various schemes under SSA, including Mid-Day-Meal etc. He said that similar training will be organized in all blocks.

SSA District Coordinator Kalom Ering stressed of the need to follow guidelines and maintain account accurately to avoid future complicacies and objections during audit. DIPRO

The Supreme Court-appointed Local Boundary Commission (LBC) headed by retired Justice Tarun Chatterjee and members SP Goel and Kamal Naidu arrived in Itanagar yesterday to inspect the disputed boundary areas between Arunachal Pradesh and Assam. The Commission, who is on a five-day visit, convened a meeting with representatives from both the states. During the meeting, Arunachal Pradesh was represented by senior officials led by Chief Secretary H K Paliwal while the Assam team was headed by Home Secretary. The team is visiting couple of area where boundary clashes between two states has been reported.

This visit comes as welcome relief for the people of Arunachal living along inter-state boundary. The constant encroachment into Arunachal land by citizens of Assam covertly supported by their govt officials is matter of serious concern. If Arunachalee citizen objects to such activities, Assam often imposes economic blockade as punishment. Places like Likabali, Tarasso, Kimin and Russa has witnessed violent clashes between people of Assam and Arunachal over boundary issue in the last couple of years. The boundary commission should take note of these serious incidents and try to solve the issue at the earliest. For now at the best they should impress upon Assam to maintain the status quo order of Supreme Court.

Let Siang valley remain self sufficient in food grain production

Dear Editor,

Through the mouthpiece of the state "The Reader's Forum" column of your daily, i want to put forward the anti people policies initiated by so called "People First “Government of Arunachal Pradesh, for the readers to justify my lines.

My point in using the anti people policies is validated by the News item which came out some days ago with the heading " Kurung Kumey heading for Food Crisis" an alarming warning given out by the district Food and Civil Supply Officer (DFCSO) of the concerned district.

Reading the very news item, I was made to drive out a very strong point in support of our fight against the Mega Dams coming up on the Mighty Siang River for which the Govt of AP has signed the MoAs. I was also sad for the reason that the brethrens of Kurung Kumey would be starving if the Governments don't provide PDS items on time as per the feeding strength, which in fact is not the case with us, the tribals living in the Siang valley and for better understanding the Adis whose paddy fields are going to be submerged under the 3 Mega Dams built on river Siang. Remember, we have 36 Mega Dams coming up in our valley and out of 36 dams, we are opposing just only 3 dams. The Government providing us with the PDS rations every month is not a thing concerning any one in any village. People are completely self sufficient, at least with their rice production. And rather a household with a Ration Card is looked down in the village as a lazy and poor man (who wants to be looked down?

I was feeling sad with the people of Kurung Kumey for the reasons that why they are solely dependent upon Govt supplied monthly rations? Another thought also striked in empathy to the people of kurung Kumey and that was in question to the functioning of the office of the department of Agriculture and their duties. Why is the department not doing enough to encourage people to take up paddy farming and be self sufficient and not to only depend on the monthly Govt supplied rations. It is not that Kurung Kumey is a barren wasteland or a desert nor a rocky valley. Infact, Kurung Kumey is in a better place in terms of gradient and slopes of the land contours as compared to the districts of East Siang and Upper Siang except Pasighat.

Here comes the pertinent question to the Government. While we the people of Siang valley are working hard cultivating and growing paddy in our fields, with what visions have you signed MoAs with Power Corporates to build Mega dams by completely submerging all the cultivated and cultivable lands? Do you want that people of Siang valley also cry out for Govt. Supplied ration items like the people of Kurung Kumey every month after letting our paddy fields being submerged under the reservoir waters of the dams forcefully? While your government at the center has passed the so called Food Security Ordinance, how can you forcefully robe people of their fertile cultivated and cultivable lands? With what thought process you have come out with the exclusive idea to force people who are food sufficient presently and make them govt supplied food dependent?

Another news item which came out yesterday in your daily with the heading that "Railways to build the BG upto Pasighat as per new alignment" also has given us the oppurtunity to reply and question back some of the people of Pasighat town, to those people of Pasighat, who have questioned and even condemned us of our movements against the Dams on river siang.

Here, we ask them “how does it feel when it pinches you? While you are not allowing a public development which only needs a passage way of some meters only passing hrough your fields, how can you question us of not allowing all of our cultivated and cultivable lands to be submerged under water permanently? How you guys can be so mean? Remember, we are not simply opposing just to get a good amount of compensation in terms of money like you guys from the government but, we are only opposing 3 Dams out of 36 Mega Dams planned in our area which are going to completely submerge all the cultivated and cultivable lands in an attempt to bring us at par with other districts who are completely at mercy of the government supplying rice to survive every day, every month, every year and till the end their lives. We are infact, the living examples of the kind of people personified by Smti Sonia Gandhi who are hard working, self sufficient and who are least concerned by the Food Security Ordinance conceptualized by the Chairperson of UPA.

So, the two news items have really validated our points for opposing only the three out of thirty six Mega Dams in our areas for which MoAs have already been signed with Power Corporate. And by now, we hope that everyone reading this letter shall come to know the reasons as to why we are seriously concerned to protect our livelihood for our survival.

While we as Arunachalees don't contribute anything to the nation in terms of Tax and in fact are like Pigs kept in the Pigstead and fed freely, We the people of Siang valley opposing the three dams, at least don't want to be burdens on the nation to completely rely on the Governments for food grains to survive our lives.

As the generation next of the great ancestors who stood against the British Army in defending this great valley, we shall always be proud to be self sufficient in food grains and never be a burden to the state or crying for food if the Three Dams on river Siang don't really come up.

We are still looking upon the People First Government to Review and cancel all the Three Dams on river Siang in conformity with the Food Security Ordinance formulated by the same Congress Government at the center, lest the People of Siang District also CRY out like the people of Kurung Kumey through their concern DFCSO.

LBC is requested to visit Seijosa area

Dear Editor,

This is to bring to your kind notice that the Local Boundary Commission constituted by Supreme Court is kindly requested to visit Dissing-Passo and Seijosa circles under East Kameng District to make assessments of ground situation pertaining to the boundary row with Assam.

The govt of Assam has on and off been displacing the local people of Digalmukh, Passo in particular and Dissing - Passo circle in general in the name of eviction from forest land. This has created insecurity and apprehension in the minds of local. Due to interference by the govt of Assam there is disruption of peace and stability in the area.

It is informed further that the boundary pillars erected by the Govt of India in Seijosa circle jurisdiction have been destroyed by some miscreants, which has created difficulties in identifying the border between the two neighbouring states. The LBC is requested to look into this matter and facilitate the location of boundary.lt is pertaining to mentioned here that a question was raised by me as a local MLA in the floor of Assembly regarding erection of duplicate/artificial boundary pillars much inside the Arunachal Pradesh territory.

As per the report published on 12/11/2013 in the leading local daily news paper ‘The Arunachal Times’ it has came to our notice that LBC will visit Taraso, Gumto, Kimin in Papum Pare District,  Likabali in West Siang District, GerukaMukh and Dollungmukh under Lower Subansiri to take stock of the ground realities and interact with the people of boundary.

It is therefore requested that the LBC headed by retired Justice Tarun Chatterjee should also visit  Digalmukh, Passo under Dissing Passo circle and Seijaso circle of East Kameng District area in the public interest so that line of boundary between the two states may clearly be identified keeping into due consideration the local conditions, tradition and history of the area.

Regional party is not the solution

Dear editor,

This is in reference to the article titled “Those who forget the past are doomed to repeat it’’ by Kaling Jerang, published in your daily today (11-11-2013). Being an enthusiast of politics and development (the two are not only two sides of the same coin), I couldn’t hold myself back from paying attention to the attempt made by the article to ignite a dormant, if not dead, issue of “development by the locals”- that the people of the land knows best the means to utilize the resources and jump in to the foray of the discourse. While I may not muddle myself into the allegation of kickbacks in the power sector (the writer should have at least used the word “alleged”), I certainly fail to understand logic of the argument put forwarded by the article.    

Sikkim and Nagaland has been cited as a success-story of Regional Parties in this part of the country.  The malaise that has infested the North-Eastern states is not solved by one magic trick/spell and it certainly isn’t “Regional Political Party”. The new discourse of development is people-centric. People decide and formulate the policies and even supervise the implementation of the policies and these needs to be regardless of any political affiliation. There cannot be a mutation of the adage “Government of the people, by the people, for the people” into “Government by the locals” only. The people-centric development discourse does not necessarily mean being centrifugal or giving impetus to centrifugal elements. “Government by the people” should not mean jingoism and arrogance and misbelieve that only locals can do it right.

This does not mean that the “locals” are incapable of bringing in good-governance and ushering development. What is more important is that the people at the realms of affairs and walking in the corridors of power need to be more professional, development-oriented, motivated and be of integrity and have the acumen of administration. And these spices of people may be locals but not necessarily cut-off from the axis point. Centripetal forces are not necessarily negative.

If Regional Political Parties were to be solution to the woes of Arunachal Pradesh, than the current Government must be a non-performing Government. However, the fact does not seem to be so. According to the 2011-12 Gross State Domestic Product (GSDP) statistic, Arunachal Pradesh achieved 20.51% GSDP growth over period of previous year (2010-2011), while Nagaland and Sikkim achieved 8.46% and 16.24% respectively over the same period of time.  Even in the Per Capita Net State Domestic Product at Current Rate (NSDP) for the year 2011-2012, Arunachal Pradesh attained 18.18% growth over previous year as compared to Nagaland (5.27%) and Sikkim (14.52%). Arunachal Pradesh is also higher in the Gender Empowerment Measure when compared to Nagaland and Sikkim. This figures only shows that Arunachal, one of the youngest and vastest states of North East India, is only growing and performing better than its older and much smaller sister states. We should judge by performances and not on the basis of jingoistic fever. Streamlining the administration, spreading education and curving corruption is the way forward to development and not just “Regional Political Parties”.

The people of Arunachal Pradesh should also understand that Government is a facilitator and not the solution to all problems. The success story of Sikkim and Nagaland also involves the spirit of private entrepreneurships, venturing out far and across the country and the world and brining in to their respective states fresh ideas and innovations. Do we have expat communities across the globe and working force beyond the state and in what numbers? We are too indulged into making fast cash by resorting to blackmailing, corrupting the officials, commercializing the politics and selling-off the students in the name of “student unions”. Our over dependence on the centre and the Government is not because we have no potential and that the centre has a lacklustre attitude towards Arunachal Pradesh. It is because we give noting back to the Government. It is because we do not hold accountable the corrupt and the incompetent officials and the self-appointed corrupt “people’s leaders”. It is because we encourage and practise corruption by appointing ourselves to positions/jobs by blackmailing the political lenders to give us the job when we know we are not qualified for the job and hence, incompetent. It is because we do not stand against misgovernance of few “mai baap” minded- government officials. It is because we have not taken the initiatives.

If Arunachal Pradesh is to achieve a golden era in its history, Regional Political Parties are not the sole solution; it’s the people, their willingness to contribute to the governance and developmental activities and their willingness to participate in the political discourse of the State and not stand-by to make “fire place side” comments and criticism over a peg of whisky and roasted meat. Affiliation to a particular political party is secondary. Encourage and participate in the developmental process and appreciate performance and not just blood-lines /clans and tribes.
